1. Purpose:
Under the overall managerial and administrative leadership of the Chief of Party (COP) of the anticipated Enhanced Market Oriented Rural Enterprise programme (E-MORE) under the USAID Zambia Economic Resilience Support programme, the Programme Accountant (P.Acc) will serve as an integral member of E-MORE team.

The P.Acc will be responsible for the smooth operations of the programme finances and provision of effective financial management and accounting services at field level. The P.Acc will work in full compliance with all applicable SHA and donor rules and; country regulations.

2. Responsibilities and Acccountabilities:
• Overseeing disbursement of funds for local expenditures and personnel; oversees the transaction clearance process to ensure compliance with donor accounting procedures, policies and regulations; oversees that transactions are in line with budgets and ensures documents are complete and accurate,
• Review imprest reimbursement claims and employees expense reports,
• Ensure funding is available and funding requests submitted to Country Office,
• Ensure monthly and quarterly budget expenditure reports shared with the programme management team on time i.e. to manage the budget tracking system at the field office,
• Supervise the maintenance of the Petty Cash Accounts,
• Review partner reports and integrate these into programme reports,
• Generate financial monthly, quarterly and yearly reports and timely submission of accurate field accounts to country office in accordance with policies and procedures prescribed in financial management manual-this includes preparing of bank and general ledger accounts and reconciliations,
• Maintain all assets and a fixed asset register at field level,
• Ensure proper filling and custody of support documentation.

Operational Management:
• Ensure partner reports are completed in accordance with deadlines and undertake report editing and review where necessary,

Safety and Security
• Ensure all safety or security incidents (fires, vehicle accidents, theft, etc.) are appropriately recorded and reported by project staff to relevant parties,
• Actively monitor field site safety and security and advise the CD and COP about new developments.

3. Key relationships:
• Country Director, Chief of Party and Head of Finance and Administration (HoFA)
• Chief Financial Officer and Finance Managers in UK & Ireland,
• Director of Programmes and Programme Support Coordinators in UK and Ireland,
• SHA Senior Management Team,
• SHA HoFAs in all countries,
• External stakeholders, government departments, banks, external auditors, donor auditors,

4. Obligations:
It is expected that you will:
• Carry out these accountabilities within the operating and process frameworks that apply to the whole Self Help Africa organisation,
• Work together with all key stakeholders: line and functional to ensure organisational objectives, mission and vision are met,
• Exemplify the Self Help Africa Standards of Integrity, Purpose & Values.

5. Required Relevant Experience:
• BS degree in Accounting, ACCA II or equivalent qualification ,
• At least 3 years’ experience working with NGOs,
• Financial experience with a USAID-funded project and knowledge of USAID rules and regulations,
• Work experience in Zambia, experience in Eastern Province will be added advantage,
• Experience in the use accounting packages such as quick books, pastel or PS Financials,
• Proficiency in MS Office (Word, Excel etc.).
